Preamble
I want to be useful to people in countries throughout the world.
But I cannot do this alone.
Therefore, on 21 September 2011, the Commission was founded for work together.
Chapter 1 Name
Article 1 Name
1. The name of the Commission is the International Recommendation Commission.
Chapter 2 Purpose
Article 2 Purpose
1. The purpose of the Commission is to be useful to people in countries throughout the world.
Article 3 Projects
In order to achieve its purpose, the Commission, primarily through use of its website, shall implement the following projects.
1. Projects to introduce recommendations of countries in the world.
2. Projects to research the root causes of earthquakes, power plant accidents, and climate change, and to recommend counter measures.
3. Other projects.
Chapter 3 Members and Officials
Article 4 Composition
1. The Commission shall consist of the most appropriate people to continuously achieve its purpose without distinction as to race, gender, or religion.
Article 5 Number of Members
1. The Number of Members is two to eight.
2. The Number of Officials is two to eight.
3. The Commission shall appoint the following representatives from among its officials:
3.1 President: one
3.2 Vice President: one
Article 6 Selection of Members
1. A person who wishes to become a member may apply through the website. Such person may be selected as a member after all officials have given their approval.
Article 7 Selection of Officials
1. All members shall be appointed as officials.
2. Officials and the representatives shall be selected by a resolution of the General Conference.
3. With respect to each official, the total number of said official and his or her spouse or relatives within the third degree of kinship who are also officials shall not exceed one-third of the total number of officials.
Article 8 Duties
1. The General Conference is composed of the members, and the members perform their duties in accordance with the Articles of Association and resolutions of the General Conference.
2. The president shall represent the Commission and perform duties.
3. The vice president shall assist the president.
Article 9 Term of Office
1. The term of office of official members shall continue until the conclusion of the General Conference for the last fiscal year which ends within two years from the time of their election.
2. Members may be reappointed by a resolution of the General Conference.
3. Should members decide to resign, or at the end of their term the number of personnel is insufficient, they shall continue their duties until a new candidate is nominated.
Article 10 Retirement
1. A member shall retire in the following circumstances:
1.1 When the member wishes to retire.
1.2 When the member’s retirement is adopted by the General Conference.
1.3 When the member does not participate in a General Conference for one year or the member will not be able to participate in a General Conference for one year.
1.4 When the member has completed their term of office.
Article 11 Remuneration
1. Remuneration shall be determined by a resolution of the General Conference.
Chapter 4 General Conferences
Article 12 Composition
1. The General Conference shall consist of members.
Article 13 Powers
1. The powers of the General Conference are the following:
1.1 To resolve matters related to the performance of duties.
1.2 To resolve accounts and project reports.
1.3 To resolve the election and retirement of members and officials.
1.4 To resolve the Articles of Association.
1.5 To resolve what the president determines to be necessary for the running of the Commission.
Article 14 Holding
1. A General Conference shall be held when the representative is requested to hold a General Conference by a member.
2. General conferences shall be held at least once every two months.
3. General Conference may be held by any means.
4. Members who hold a majority of the votes of all members must participate In General Conferences. A member who votes in writing shall be deemed to have participated in a General Conference.
Article 15 Convening
1. General Conference are convened by the representative.
2. The date of the General Conference shall be a date that enables as many members as possible to participate.
Article 16 Chair and Minute Taker
1. The chair of each General Conference shall be decided by discussion before the General Conference. If the chair cannot be decided by discussion, the president shall be appointed chair. The same shall apply to the minute taker.
2 The chair of the each General Conference may be selected from non members.
Article 17 Voting
1. Each member has one vote.
Article 18 Resolutions
1. Resolutions of the General Conference are taken by a majority of the votes cast by the all members.
However, Resolutions of the General Conference relating to Amendment to the Articles of Association are taken by three fourths by the all members.
2. A member may vote in writing.
Article 19 Minutes
1. Minutes of General Conference shall be prepared in the form of a written document or an electronic record.
Chapter 5 Assets and Accountancy
Article 20 Fiscal Year
1. The Fiscal Year begins on the first of April and ends on the 31st of March of the following year.
Article 21 Surplus
1. The surplus shall not be distributed among members.
Chapter 6 Miscellaneous Provisions
Article 22 Miscellaneous Provisions
1. The principal office of the Commission will be located in Koganei City, Tokyo.
2. The Public Notices shall be published electronically.
3. In the event of liquidation, residual assets will be donated to a public corporation or non-profit organization with a similar purpose in accordance with a vote at a General Conference.
4. Founding Members are Tomoyuki Toyda and Katsuya Kato.
